951.08 GARBAGE TO BE DRAINED AND WRAPPED.

No householder or owner of a commercial establishment shall place garbage in a garbage can unless the same has been drained and wrapped or placed in a waterproof bag, except in cases of a commercial establishment having collection of same made daily.
