The meaning and terms used in this chapter shall be as follows:
(a) “Administrator” means the Village Administrator of the Village of Forest or his or her authorized agent or representative.
(b) “Sewage” means a combination of water-carrying wastes, from residences, business building, institutions and industrial buildings.
(c) “Sewage treatment plant” means any arrangement of devices and structures used for treating sewage.
(d) “Sewer” means a pipe for carrying sewage.
(e) “Public sewer” means a sewer in which all owners of properties have equal rights and is controlled by public authority.
(f) “Sanitary sewer” means a sewer which carries sewage and wastes and to which storm, surface and ground waters are not intentionally admitted.
(g) “Storm sewer” and “storm drain” means a sewer which carries storm, surface and ground waters, but excludes sewage and polluted wastes.
(h) “Building sewer” means the extension from the building to the public sewer or other place of disposal.
(i) “Garbage” means solid wastes from the preparation and dispensing of food and from the handling, storage and sale of produce.
(j) “B.O.D. (Biochemical Oxygen Demand)” means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20°C expressed in parts per million by weight.
(k) “pH” means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
(1) “Suspended solids” means solids that either float on the surface or are in suspension in water, sewage or other liquids and which are removable by filtering.
(m) “Watercourse” means a channel or ditch in which a flow of water occurs either continuously or intermittently.
(n) “Person” means any individual, firm, company, association, society, corporation or group.
(o) “Village” means the Village of Forest, County of Hardin, State of Ohio.
(p) “Village Engineer” means the Village Engineer of the Village of Forest.
(q) “Sewer Inspector” means and designates the Sewer Inspector or his authorized deputy or representative.
