There is need for an authority to be known as the “New Albany/Floyd County Building Authority,” a body corporate and politic, for the purpose of financing, acquiring, constructing, equipping, operating, and leasing to the governmental units within the territorial boundaries of the county, lands or buildings for public or governmental purposes, as provided by the Acts of the General Assembly of the State in the year 1953, being Chapter 5 of the Acts of 1953, now cited as I.C. 36-9-13, County Building Authority.
