If any provision of this chapter is inconsistent with any other, law, regulation, statute, or ordinance; or results in the imposition of overlapping or contradictory regulations; or if this chapter contains any restriction covering any of the same subject matter of another law, regulation, statute, or ordinance, the provision which is most restrictive, or imposes the highest standard or strictest requirement, shall govern.
