(A) No animal shall be destroyed within three days of being impounded, unless necessary to prevent or stop an attack upon a person or another animal, or for humane reasons related to sickness or injury of the animal, or as otherwise provided by law.
(B) (1) An impounded animal shall not be destroyed pending an owner’s appeal of a court order of destruction.
(2) The animal control officer shall have the burden of proving that the animal should be destroyed pursuant to this chapter.
