§ 32.010 VOTING.
   (A)   A board, commission and committee member may abstain from voting only upon a declaration that he or she has a conflict of interest, in which case the member shall take no part in the deliberations on the matter in question.
   (B)    All members of boards, commissions and committees in attendance at a duly called meeting that requires formal action must vote, unless the issue involves the conduct of that board, commission or committee member or a matter in which that member has declared a conflict of interest. In all other cases, a failure to vote shall be recorded as an affirmative vote.
   (C)   The Chairperson shall preside over the meetings. He or she may make and second motions and shall have a voice and vote in all its proceedings.
