It is the intent of this chapter to provide for the regulation and control of cable television systems operating within the town by the Council, and, in the public interest: to promote the public health, safety and general welfare by providing for the grant of one or more licenses for the construction and operation of a cable system; to provide for the regulation of each cable system by the town; to provide for use of the public rights-of-way, and other public places for constructing and operating a cable system; to promote the widespread availability of high-quality cable communications services to town residents and businesses, including to those who reside in multi-family or multi-use buildings and in rural areas; to encourage the development of cable as a means of communication between and among the members of the public and public institutions; to encourage the provision of diverse information to the community over cable, and to minimize disruptions of the public domain for installation and maintenance.
