(A) The purposes of this chapter are:
(1) To promote the health, safety, and general welfare of the citizens of the town by protecting neighborhoods against public nuisances; and
(2) To protect neighborhoods from blight by establishing requirements for maintenance of all building exteriors and land.
(B) Except as otherwise specifically provided in this chapter, this chapter shall apply to all buildings and land within the town.
