§ 156.02 APPOINTMENT OF INSPECTOR.
   (A)   The city has determined it to be in the best interest of its citizens and in the promotion of the public health, safety, and welfare to exercise its authority granted within the applicable sections of the Kentucky Revised Statutes to appoint a person as Electrical Inspector within the city.
   (B)   A person appointed as Electrical Inspector shall be appointed for a term of two years. Such person may be terminated from such appointment upon 14 days' written notice, with or without cause at the sole discretion of the city.
   (C)   A person appointed as Electrical Inspector must be properly certified and meet the requirements of all applicable government agencies.
   (D)   A person appointed Electrical Inspector under this section shall apply and enforce the standards of the uniform state building code applicable to electrical inspections. The Electrical Inspector shall supply a copy of his report of each inspection to the Building Inspector's office of the city, such report to be completed and filed no later than one week after the inspection. This report shall include all of the information and data required in the reports to be provided by the Electrical Inspector to the Department of Housing, Building, and Construction of the Commonwealth of Kentucky.
   (E)   A person appointed Electrical Inspector under this section shall be permitted to charge and be paid for services as Inspector an amount equal to the prevailing wage for a master electrician applicable to the location in which the city is located, multiplied by the time required to conduct the inspection. This charge shall not be applied to travel time to and from the inspection site. In addition, the Inspector may charge an amount for necessary travel to and from the inspection site, such travel charges not to exceed the amount per mile allowed to state employees and in no event shall it exceed more than $10 per hour for travel time. The Inspector shall not impose charges for services in excess of the amounts set forth herein.
   (F)   The Inspector's reports required to be filed with the office of the Building Inspector shall meet the form requirements and may be done on the same forms used by electrical inspectors to make reports to the Department of Housing, Building, and Construction of the Commonwealth of Kentucky.
   (G)   By exercising its statutory authority to appoint an Electrical Inspector, the city does not establish an employer-employee relationship with the Inspector. A person appointed as Electrical Inspector is not an employee of the city and any charges imposed by the Inspector as authorized herein is for the benefit of the Inspector and not for the city.
   (H)   It is not the intent of the city to create a city office by this section. Rather, the City Council deems it appropriate for its citizens and the public health, safety, and welfare to exercise its statutory authority to appoint a person to the position of Electrical Inspector exercising his duties as an Electrical Inspector, enforcing the uniform state building code relating to electrical inspections and approvals within the city.
   (I)   It is understood that any person appointed as Electrical Inspector under this section or the city may terminate the appointment at any time by giving 14 days' written notice.
   (J)   No person except that person appointed as Electrical Inspector by the city hereunder shall be authorized to perform electrical inspections within the city.
