Barbed wire fencing may be used on commercial, industrial, agricultural or public property provided that along any boundary where the property adjoins residential property, barbed wire may only be used on top of a fence or wall, which is constructed of materials other than barbed wire, and the lowest strand of barbed wire shall not be less than five feet above the ground.
