Any person, firm, or corporation which is the owner of any grocery cart or shopping cart which is maintained and supplied by the owner for use by customers at the owner's business establishment in the city is required to have permanently attached to each cart which it owns an identification tag which sets forth the name, business establishment, and address of the owner of the cart.
