The fact that the person so operating a motorcycle has complied with the provisions of this chapter and obtained the consent required thereby shall in no way relieve the person operating a motor- cycle from the duty to operate it in a reasonable manner so as not to create a nuisance or unreasonably disturb the peace, or from the duty to comply with all other applicable laws and regulations pertaining to the operation of motorcycles.
