It shall be unlawful for any person to operate or ride a motorcycle on any private property within the city unless the person riding or operating the motorcycle has obtained the written consent of the owner or owners of the private property on which the person is riding or operating the motorcycle, and unless the person so operating or riding the motorcycle has in his possession at the time he is riding or operating the motorcycle the written consent of the owners of the private property on which he is operating the motorcycle.
