§ 54.31 PURPOSE AND INTENT.
   The purpose and intent of this subchapter is to ensure the health, safety, and general welfare of citizens, and protect and enhance the water quality of watercourses and water bodies in a manner pursuant to and consistent with the Federal Clean Water Act (33 U.S.C. § 1251 et seq.) by reducing pollutants in storm water discharges to the maximum extent practicable and by prohibiting non-storm water discharges to the municipal separate storm sewer system (MS4). The objectives of this subchapter are:
   (A)   To regulate the contribution of pollutants to the municipal separate storm sewer system (MS4) by storm water discharges by any user;
   (B)   To prohibit illicit connections and Discharges to the municipal separate storm sewer system (MS4); and
   (C)   To establish legal authority to carry out all inspections, surveillance, monitoring and enforcement procedures necessary to ensure compliance with this subchapter.
