For purposes of enforcement of the provisions herein, law enforcement officers of the city as well as employees of the City Water and Sewer Commission shall be and are hereby empowered and authorized to observe, monitor and give notices regarding any violations by any customer of the water shortage conservation measures set forth in this subchapter and any of the enforcement measures being initiated or imposed under this subchapter.
