§ 32.25 STANDARDS FOR TRAINING AND PROMOTIONS WITHIN THE FIRE/EMS DEPARTMENT.
   (A)   Training and qualifications. That persons hired for service with the Fire/EMS Department must have the following qualifications and meet the following training requirements within the time specified:
      (1)   Firefighter/EMT or Firefighter/Paramedic:
         (a)   Shall meet job requirements for the rank of firefighter as set down by the City of Florence "Job Descriptions" within City Personnel Policies; and must within one year of employment:
            1.   Attain certification as a Kentucky 400 hour Certified Career Firefighter.
            2.   Complete federal incident management courses: IS-100, 200 and 700.
            3.   Become certified as a Kentucky Company Level Fire Inspector.
         (b)   Must within two years of employment attain Firefighter I, Firefighter II and Hazardous Materials Awareness and Operations accreditation through one of the following curricula:
            1.   ProBoard Accredited Course.
            2.   IFSAC Accredited Course.
      (2)   Other positions filled from outside the department. If the city chooses to fill open positions for the ranks of Battalion Chief-Fire Marshal, Battalion Chief-Training Officer, Captain-EMS Coordinator, Assistant Fire/EMS Chief and/or Fire/EMS Chief from outside of its Fire/EMS Department, the individual hired to any of these positions must:
         (a)   Within one year of appointment, obtain and thereafter maintain certification as a Kentucky 400-hour Career Level Firefighter, and a minimum EMS certification of Kentucky Emergency Medical Technician-Basic.
         (b)   Within two years of appointment, obtain and thereafter maintain certification as a Fire Instructor I through one of the following curricula:
            1.   Kentucky Fire Instructor I (pre-IFSAC).
            2.   ProBoard Accredited Course with Kentucky Instructor Number.
            3.   IFSAC Accredited Course with Kentucky Instructor Number.
         (c)   Within two years of appointment, obtain and thereafter maintain certification and as a Kentucky Company Level Fire Inspector.
         (d)   Within three years of appointment, obtain and thereafter maintain all requirements of all ranks of the department credentialing system with the exception of; Firefighter I, Firefighter II, IFSAC Driver Operator, IFSAC Aerial Operator and Fire Officer I.
   (B)   Promotional requirements. In order to be eligible for promotion to ranks above firefighter, personnel must attain the following required training and/or certifications for each of the following ranks:
      (1)   For the rank of Fire/EMS Lieutenant:
         (a)   Must meet all job requirements for promotion to the rank of Fire/EMS Lieutenant as set down by the City of Florence “Job Descriptions” within City Personnel Policies.
         (b)   Must have served a minimum of two (2) years within the rank of Firefighter/EMT or Firefighter/Paramedic within the Florence Fire/EMS Department.
         (c)   Must be certified to operate all department apparatus based on departmental requirements and curricula.
         (d)   Must possess certification as a Fire Service Instructor through one of the following curricula:
            1.   Kentucky Fire Instructor I (pre-IFSAC).
            2.   ProBoard Accredited Course with Kentucky Instructor Number.
            3.   IFSAC Accredited Course with Kentucky Instructor Number.
         (e)   Must have completed an Incident Safety Officer course through one of the following curricula:
            1.   ProBoard Accredited Course.
            2.   IFSAC Accredited Course.
            3.   National Fire Academy Course.
            4.   FDSOA Accredited Course.
      (2)   For the rank of Fire/EMS Captain:
         (a)   Must meet all job requirements for promotion to the rank of Fire/EMS Captain as set down by the City of Florence “Job Descriptions” within City Personnel Policies.
         (b)   Must possess Fire Officer I accreditation, through one of the following curricula:
            1.   Northern Kentucky Fire Officer Development Course.
            2.   ProBoard Accredited Course.
            3.   IFSAC Accredited Course.
         (c)   Must have completed federal incident management courses: IS-300, 400 and 800.
      (3)   For the rank of Fire/EMS Battalion Chief:
         (a)   Must meet all job requirements for promotion to the rank of Fire/EMS Battalion Chief as set down by the City of Florence “Job Descriptions” within City Personnel Policies.
         (b)   Must have served a minimum of one (1) year within the rank of Fire/EMS Captain.
         (c)   Must have completed the following NFA coursework:
            1.   Command and Control of Incident Operations.
            2.   Command and Control of Target Hazards.
      (4)   For the rank of Fire/EMS Assistant Chief:
         (a)   Must meet all job requirements for promotion to the rank of Fire/EMS Assistant Chief as set down by the City of Florence “Job Descriptions” within City Personnel Policies.
         (b)   Must have served a minimum of one (1) year within the rank of Fire/EMS Battalion Chief.
      (5)   For the rank of Fire/EMS Chief:
         (a)   Must meet all job requirements for promotion to the rank of Fire/EMS Chief as set down by the City of Florence “Job Descriptions” within City Personnel Policies.
         (b)   Must have served a minimum of one (1) year within the rank of Fire/EMS Assistant Chief or a minimum of one (1) year within the rank of Fire/EMS Commander.
   (C)   Good faith exception. Staff members may be granted a temporary exemption from promotional requirements related to the National Fire Academy (NFA) when, through no fault of their own, they had applied for and did not receive admittance to a NFA course. A staff member denied admittance to a NFA course must re-enroll for the required class as soon as possible, but no more than one year from the date of the promotional requirement.
   (D)   Severability. If any section, paragraph, clause, provision or phrase of this section is, for any reason, held to be unconstitutional, such decision shall not affect the validity of the remaining sections, sentences, clauses, provisions or phrases of this section, or this section as an entirety, it being the legislative intent that this section shall be valid notwithstanding the invalidity of any section, sentence, clause, provision or phrase.
