Upon declaration of any water shortage phase, law enforcement officers of the city, as well as employees of the City Water and Sewer Commission, shall be and are hereby empowered and authorized to observe, monitor and issue notices of violation concerning any water use that does not conform to any ban or hours of regulation for the particular water shortage phase as declared by the city.
