(A) Any illegal connection into the system made either before or after the effective date of this chapter shall be subject to immediate removal by the owner of the premises so connected and at that owner's expense.
(B) Should the owner of an illegally connected premises fail to remove the illegal connection within 90 days of being notified by the General Manager of the Water and Sewer Commission to do so, the General Manager may cause the connection to be removed and the cost thereof to be billed to the owner of the premises.
