There is adopted by the city for the purpose of establishing rules and regulations for the efficient operation and regulation of the Police Department, the City of Florence Police Department Rules and Regulations, except such portions as are hereafter deleted, modified, or amended.

(A) All newly hired, transferred or promoted employees will be required to successfully complete a minimum one year probationary period. During this probationary period, an employee's performance may be appraised periodically by the employees' supervisor(s).
(B) An employee being hired as a Police Officer, who must complete the Basic Training Program through the Department of Criminal Justice, will begin his or her one year probationary period at the time the employee is discharged from that basic training. That period is not to exceed 12 months from the original date of hire, not including any time the officer was employed and completing the basic training required by KRS 15.404.
(C) The initial probationary period of any employee may be extended. In such case, prior to or upon the expiration of the existing probationary period, the employee will receive notification of the reasons and length of the extended probationary period. During and following all probationary periods, the city may terminate employment at-will.

FIRE AND EMERGENCY MEDICAL SERVICES DEPARTMENT
There is hereby created the City of Florence Fire and Emergency Medical Services Department (hereinafter called the Department), which shall have the duty of providing fire protection services, rescue services, hazardous material incident mitigation services and emergency medical services to the city and to such areas as the city may contract or bill to serve.

The City of Florence Fire Department and City of Florence Rescue Squad, being merged into the Department by this subchapter, shall cease to exist and all paid and volunteer members and employees of the Florence Fire Department and Florence Rescue Squad are hereby assigned to the Department in accordance with the amendments to the personnel policies and procedures set out in Chapter 34.

The city's Fire and Emergency Medical Services Department Rules and Regulations, which are attached to Ordinance 0-21-93 as Exhibit "B" and are on file with the City Clerk, are hereby adopted, approved and incorporated herein by reference. Said rules and regulations, together with all policies and procedures adopted in accordance with said rules and regulations, shall govern the operations of the Department and conduct of the members and employees of the Department.

(A) Pursuant to KRS 83A.087, the two persons holding the positions of Assistant Chief-Fire Division are hereby designated as citation officers and are authorized to issue citations upon observation of violations of applicable laws, codes and regulations related to fire prevention and fire safety. The qualifications of the Assistant Chief-Fire Division shall be as set out in the Personnel Policies and Procedures, as amended, which is set forth in Chapter 34.
(B) The citation officers designated herein shall not have the powers of a peace officer to make arrested or carry deadly weapons.
(C) The procedure for citations issued by the citation officers designated herein shall be as provided in KRS 431.015.
