The foregoing rates and charges shall be reviewed from time to time as may be necessary in order that the city may comply with the covenants and undertakings securing any bonds of the city which may be outstanding from time to time and which by their terms are payable from the revenues of the municipal waterworks system or the municipal sewer system of the city.
