§ 50.229 BILLING AND COLLECTION.
   (A)   Bills for water and sewer user charges shall be sent by the city quarterly to all residential customers and business customers not billed monthly, these charges to be collected and accounted for as prescribed by law and in accordance with the proceedings authorized by any outstanding bonds of the city. Monthly bills shall be due and payable 20 days after date of issue and quarterly bills shall be due and payable 30 days after date of issue. Monthly bills unpaid 20 days after issue shall incur a late payment charge equal to 10% of the bill. Quarterly bills unpaid 30 days after issue shall also incur a late penalty charge of 10% of the bill.
   (B)   If any bill for water or sewer services by the city or the Sanitation District No. 1 is not paid within 20 days of issue for monthly billings and 30 days after issue for quarterly billings, the city may serve the customer or owner of the property written notice of the delinquency in payment and that the customer or owner is entitled, upon written request, to a hearing regarding termination of service. If the bill thereafter remains unpaid ten days for monthly billings or 15 days for quarterly billings after mailing of notice, and no hearing is requested, or a hearing is held and the delinquency established, the city shall disconnect the water service to that property without further notice.
   (C)   If water service is disconnected by the city due to delinquency in payment of any water or sewer bill, reconnection of service shall not occur until customer or owner pays in full the bill for water or sewer services plus $40 as a disconnection/ reconnection charge when reconnection is made during regular office hours, 8:00 a.m. to 5:00 p.m. Monday through Friday, except holidays. If reconnection occurs at any other time, the customer or owner shall pay a disconnection/reconnection charge of $60.
   (D)   No reduction in sewer charges, fees, or taxes shall be permitted in the event that certain wastes discharged to the sewage treatment system contain pollutants in less concentrations than specified maximum limitations.
   (E)   Each user shall be notified, at least annually, in conjunction with a regular bill, of the rate and that portion of the total charge which is attributable to operations and maintenance of the sewage system.
   (F)   Sewer charges to any customer who is initially rendered services for less than one month shall be prorated on the basis of the foregoing charges for the fractional part of the month for which services were rendered.
