Where certain types of business and industrial users discharge clear water, not contaminated as the usual wastewater entering the wastewater treatment system, and if such users shall install and have in operation equipment to prevent the water from entering the wastewater treatment system, they shall be exempt from payment of WTS surcharges for the water so eliminated. The owner shall install a meter or meters at his expense to measure the amount of water so disposed of, or diverted.
