Claims for exemption from the sewerage service charge because of nonavailability of sewers may be made in writing to the General Manager and the Sanitation District No. 1, giving Water Department account and meter numbers. Exemptions from the charge will be effective only from and after such application has been investigated and approved by the General Manager and the General Manager of District No. 1.
