(A) Approval of proposed facilities or equipment by the General Manager or the General Manager of District No. 1, does not, in any way, guarantee that these facilities or equipment will function in the manner described by their constructor or manufacturer; nor shall it relieve a person of the responsibility to enlarge or otherwise modify such facilities to accomplish the intended purpose.
