If at any time during the existence of this franchise, the operator modifies or supplements an initial franchise agreement with another area or city in its Northern Kentucky service area to provide for either more favorable terms, more advanced technology of service, greater number of channels or services deemed to be more favorable than those provided to the city hereunder, then said more favorable term or condition shall be extended to the city within a reasonable period of time upon request of the city. Notwithstanding the forgoing, the city shall not be permitted to pick and choose discrete provisions from other franchise agreements that the city may consider more favorable than discrete provisions contained herein.
