All persons owning or having possession, charge, or management of any lot or parcel of real estate in which there exist public or private wastewater treatment works and on which a fill or partial fill is to be made, shall before making such fill apply to the General Manager for a permit authorizing the same to be made. His application shall state the location of the tract and the nature and dimensions of the fill proposed. If the General Manager is satisfied that the public and private wastewater treatment works which is under his management will not be damaged, obstructed, or interfered with, he may issue a permit authorizing the fill.
