(A) No person shall discharge wastes from garbage grinders into the wastewater treatment system except:
(1) Wastes generated in preparation of food normally consumed on the premises, or
(2) Where the user has obtained a permit for that specific use from the General Manager, or in the case of commercial or industrial user has obtained the permit from both the Water and Sewer Commission and the Sanitation District No. 1.
(B) All garbage grinders shall shred the waste to a degree that all particles will be carried freely under normal flow conditions prevailing in the public sewer. Garbage grinders shall not be used for grinding plastic, paper products, inert materials, or garden refuse.
