§ 50.045 PERMIT REQUIREMENTS.
   (A)   No person shall install or cause to be installed any sewer service connection, building sewer, or make any service connection to any public sewer within the Water and Sewer Commission service area or jurisdiction without a plumbing permit secured from the State Plumbing Program Director, Kentucky Department for Natural Resources and Environmental Protection and the construction shall conform to the requirements of the Kentucky State Plumbing Law and Code, Rules and Regulations. The construction shall also conform to the Rules and Regulations of the Water and Sewer Commission as specified herein and to any other public corporation having jurisdiction and control of the public sewer to which the connection is being made or will be made. Where the connection is being made to a Water and Sewer Commission's sewer, a written permit must also be secured from the General Manager.
   (B)   Permits to connect building sewers, to open, or alter any public sanitary or combined sewer or appurtenance will be issued to a person demonstrating proper ability to perform the work either by training or experience.
   (C)   The person to whom a connection permit is issued will be held responsible for the proper installation of the building sewer in accordance with this chapter, subject, however, to the condition that he holds the Water and Sewer Commission harmless from any loss or damage.
   (D)   The owner or his agent shall make application for a building sewer connection permit on a special form to be obtained from the Water and Sewer Commission. The application for permit shall be supplemented by any plans, specifications, or other information considered pertinent in the judgment of the General Manager. A separate building sewer connection permit must be obtained for each building sewer connection.
   (E)   No unauthorized person or public corporation shall uncover, make any connections with or opening into, use, alter, or disturb any Commission sewer or appurtenance thereof without first obtaining a written permit from the General Manager at least three working days before commencing work.
      (1)   The owner or his agent shall make application on a special form furnished by the Water and Sewer Commission. The permit application shall be supplemented by any plans, specifications, or other information considered pertinent in the judgment of the General Manager.
      (2)   All costs and expense incident to the installation and connection of the building sewer to the Commission sewer shall be borne by the owner. The owner shall indemnify the Commission for any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
      (3)   The applicant for the building sewer permit shall notify the General Manager and the Plumbing Inspector at least three days in advance when the building sewer is ready for inspection and when it is ready for connection to the public sewer. The connection to the service connection sewer and the final connection to an existing building sewer or building drain shall be made under the supervision of the Manager, the Plumbing Inspector, or their representative.
