§ 53.03 WATER SERVICE DEPOSITS.
   (A)   Retail water customers of the city shall pay a deposit fee that will be refunded with interest after 12 months of water service, provided the customer's account has maintained a current payment status for the entire 12 months. Fifty percent of the deposit is payable when service is requested and the balance is to be billed and paid as part of the first billing period. The full deposit for residential owners is $75 and for residential renters the full deposit is $100. The full deposit for business customers/owners is $200.
   (B)   Landlords/owners of multiple residential unit buildings with individual meters for each unit may satisfy this deposit requirement by establishing and maintaining an escrow account from which the city may draw for delinquent billings for either water or sewer services, this escrow account being in the amount of $100 per unit, each building limited up to four units. For buildings containing more than four units, the escrow account must maintain an amount of $1,000 per building, up to a maximum $10,000.
