(A) The following schedule of ordinances provisions shall be subject to the jurisdiction of the Ordinance Violation Bureau and a violation shall be subject to the civil penalty set forth below:

(B) The second admission or judgment of a violation of this subchapter within a calendar year shall be subject to the penalty set forth in division (A) above plus $5 as the total civil penalty. Any third admission or judgment of a violation of this subchapter within a calendar year shall be subject to the penalty set forth above plus $10 as the total civil penalty.
