Any individual or person authorized to act as a law enforcement officer in the town and/or the county animal control officer shall attempt to capture and restrain any dog or cat running at large or any untagged dog. If such dog or cat is licensed, it shall be immediately returned to the owner, and the owner shall be cited for violation of this chapter. If the dog or cat is not licensed, it shall be delivered to or taken by the county animal control officer and impounded.
