Every person riding a bicycle upon any public highway in the town shall be subject to the provisions of the traffic rules and ordinances of the town applicable to the driver of a vehicle; provided, however, that those special regulations set forth by state statute or by the provisions of the traffic rules and ordinances of the town which, by their nature, can have no application shall not apply to bicycles.
