If a consumer requests relocation of any utility plant facilities that are adequate to supply the load, the consumer shall pay the estimated relocation cost prior to the movement of such facilities. Once completed, the balance will be due and paid to the utility. If a refund is due to the consumer, the utility will from the actual cost paid.
