No person shall within the limits of the City of Flint willfully destroy, mutilate, deface, injure or remove any tomb, monument, grave stone, marker, or other structure or thing placed or designed for a memorial of the dead, intended for an ornament, or to designate any order or society or that the deceased belonged to the Army or Navy of the United States.
