No person having control or charge of a motor vehicle shall allow the vehicle to stand on any street or highway in the town, unattended, without first effectively setting the brakes thereon and stopping the motor of the vehicle and, when standing upon any grade, without turning the front wheels of the vehicle to the curb or side of the street or highway.
