The town shall not collect grass clippings and sod. Grass clippings should be scattered on the premises of the property owner or removed from the property, but not along the roadway by a person or firm for hire on the first occasion. A fee in the amount of $25 will be charged to the occupant at the premises who places grass clippings at roadside to be picked up; a fee of $50 will be charged for each instance thereafter.
