It shall be unlawful for any person who causes injury to a domestic animal by any means, specifically including, but not limited to, hitting a domestic animal with any vehicle, within 24 hours of such injury, to fail to notify at least 1 of the following:
(A) The owner of the animal;
(B) Town of Fletcher police officer;
(C) Any other appropriate law enforcement official; or
(D) The Henderson County Animal Services Center.
