(A) Purpose. As determined by North Carolina General Statutes, the Henderson County Animal Services Center and/or the Town of Fletcher:
(1) Prevents the abuse and neglect of animals (G.S. § 153A-127);
(2) Protects the public health, safety and welfare (G.S. § 160A-174);
(3) Enforces regulations regarding the possession or harboring of dangerous/potentially dangerous dogs (G.S. § 160A-187);
(4) Protects the public and domestic animals from rabies (G.S. § 130A-185); and
(5) Educates the public regarding the proper care for animals.
(B) This chapter is adopted pursuant to the power granted the Town of Fletcher in G.S. §§ 160A-174, 160A-175, 160A-182, 160A-186, and 160A-187. This chapter shall apply to all incorporated and satellite annexed areas of the town. The provisions of this chapter shall be enforced by the town Police Department.
