Those powers as are now provided by statute of the State of North Carolina or by the ordinance or resolution of the governing body of the town relating to the development and operation of recreation systems, parks and playgrounds are hereby vested in the Parks and Recreation Commission to be by it subject to all restrictions contained in those powers and ordinances or resolutions.
