The Parks and Recreation Commission shall appoint from its membership a Chairperson and any other officers as it may deem necessary for the orderly procedure of its business and may adopt bylaws, rules and regulations governing its procedure not inconsistent with the provisions of the state laws. The Parks and Recreation Commission shall, from time to time, make rules and regulations governing the operation and conduct of the Parks and Recreation facilities operated by the Parks and Recreation Commission. The Parks and Recreation Commission shall hold regular meetings at times and places as it may designate.
