The Fire Department or the police are hereby authorized to set off, by rope or otherwise, the portions of the streets or lots adjacent thereto as may be deemed necessary for properly fighting any fire, and it shall be unlawful for any person, except owners of burning or endangered property, to cross over or enter the enclosure without the permission of the police or firefighters.
