A suspension of a certificate shall be in writing, and any aggrieved party shall have a right of appeal to the Town Council, which appeal shall be filed with the Town Clerk within 10 days after the suspension. The Town Council shall give at least 10-days’ public notice of the hearing on appeal, and the notice shall be published in a newspaper of general circulation in the town. The action of the Town Council shall be final.
