No certificate issued under this chapter may be assigned, sold or transferred unless and until the taxicab inspector, on written application setting forth the purpose, terms and conditions of the assignment or transfer shall, after investigation, refer the application to the Town Council for approval or disapproval. The approval of the Town Council, in writing, shall be necessary, and without such approval, no certificate may be assigned, sold or transferred. Any attempt at a sale, transfer or assignment shall be totally null and void and of no effect.
