A certificate of public convenience and necessity issued under this chapter shall continue in full force and effect so long as the holder thereof continues in the operation of the taxicab business for which the certificate is originally issued in the town in compliance with all provisions of this chapter, subject to the provisions of this division relative to revocation of the certificate. The certificate shall ipso facto cease as of the time of cessation of the operation; provided, however, that upon resumption of the operation the former holder shall be entitled to apply for a new certificate in accordance with this chapter.
