Every vehicle operating shall be kept in a clean and sanitary condition at all times. The owner shall keep the body of the taxicab, both interior and exterior, safe and clean and its general appearance shall be kept as close as possible to the manufacturer’s original appearance with respect to sheet metal and finish of car (normal wear and tear expected). Any exterior body damage with a repair cost to exceed $750 shall be repaired and inspected by the taxicab inspector prior to utilizing the vehicle for service.
