(A) Generally. Generally, except as otherwise provided in this section or by state law, no person or business conducting door-to-door solicitation in the town is exempt from the application for solicitation permit and fee payment required by this chapter.
(B) Charitable organizations. A business operating for religious, educational, civic, patriotic, or charitable purposes and whose entire gross business income is used for such a purpose, is exempt from the solicitation permit requirement unless door-to-door solicitation is done more than twice per year. This exemption is granted unless such solicitations become more frequent and/or resident complaints are received by local law enforcement.
(C) Fee exemption. A business with a valid town business registration who desires to utilize solicitors is required to complete the application for solicitation permit and be approved for such, but the required solicitation permit fee is waived.
(D) Permit exemptions. Businesses or individuals who utilize telephone, mail, electronic, or in-store face-to-face means for business solicitation are exempt from the solicitation permit requirement. Peddlers who locate at a farmer's market and sell farm or nursery products or crafts or goods they have produced or who sells goods at an auction conducted by a licensed auctioneer are also exempt from the solicitation permit requirements.
