§ 91.15 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   PARADE. Any march, demonstration, ceremony or procession of any kind which moves from place to place completely or partially in or upon any street, sidewalk or other public grounds or areas owned or under the control of the town along a specified route.
   PARADE/PUBLIC ASSEMBLY PERMIT. Prior written authorization to utilize the street, sidewalk or other town-controlled or public areas for a parade or public assembly.
   PICKETING. The stationing of any person by standing, lying, walking, sitting, kneeling, bending or in any other similar manner at a particular place, so as to persuade or otherwise influence another person’s actions or conduct, or to appraise the public of an opinion or message.
   PUBLIC AREAS. Parks, playgrounds, trails, paths and other recreational areas and open spaces; scenic and historic sites; schools and other buildings and structures; and other places where the public is directly or indirectly invited to visit or permitted to congregate.
   PUBLIC ASSEMBLY. Multiple individuals gathered together to participate in an event or program or to observe programs of participation.
   PUBLIC ASSEMBLY AREA. Any area where large numbers of individuals collect to participate or to observe programs of participation, such as auditoriums, gymnasiums or conference facilities.
