(A) If any matter subject to the Community Television Access Board's authority results in an impasse or in situations where certain matters evoke questions beyond the scope of the Board's authority, then such matters shall be presented to the Mayor for resolution.
(B) Any person or entity aggrieved by a decision of the Board shall be permitted to appeal to the Mayor in writing within ten days of the decision, stating the basis for the appeal. The Mayor shall then appoint at random a three-member review panel composed of Councilmembers who are not members of the Board. The review panel shall conduct a hearing on the appeal and from the record make its decision.
