No City of Flemingsburg Utility System customer shall place or erect any obstruction around, beside, on top of, or in front of any City of Flemingsburg utility meter and/or turn-on/shut-off valve for natural gas or purified water which impedes access to the meter or valves by City of Flemingsburg utility personnel for the purpose of reading the meter for billing purpose, or which impedes access to the turn-on/shut-off valves for the meter.
