For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
“OBSTRUCTION.” Any tree, shrub, plant, or artificial structure which impedes the ability of City of Flemingsburg utility personnel to access a meter for the purpose of reading the meter for utility billing purposes, or impedes access to the turn-on/shut-off valves at the service entrance. An obstruction shall be presumed to impede utility personnel from access if any part of the obstruction is within one foot of the meter and/or valve on either side thereof, and any obstruction in front of the meter and related valves shall be presumed an impediment if within five feet of the meter.
